A man behind the wheel of a stolen car plowed through crime scene tape near the Lloyd Center mall, where a 14-year-old was shot in the head Monday, Portland police say.When officers found the driver, identified as Kevin Signalness, they said he had his pants unzipped and a pornographic magazine laying on the passenger seat.
